Opponents Removed, Mayor's Wife Proposed as Municipal Alliance Member

Dismissed Committee member Dr. Louis Valori believes move is '100 percent political retribution.'

Not long after Mayor James Barberio allegedly met at Town Hall with municipal officials on Sunday, Jan. 13, to discuss a possible job for Dr. Louis Valori—who's now running for council on the ticket opposing the mayor's re-election slate—he sent a letter dated Feb. 11 to Valori telling the longtime Municipal Alliance Committee member that his services, though appreciated, were no longer required.

Parsippany Area Chamber of Commerce President Robert J. Peluso, also running for council on the Paul Carifi Jr. mayoral ticket, said he received a similar letter from the mayor dated Jan. 15.

The Valori-Peluso campaign was launched Jan. 26; the duo announced that they were joining the Carifi ticket Feb. 7.

Barberio has yet to respond to questions on the matter that Patch sent to him last week. The letters received by Peluso and Valori said that he declined to reappoint the men to allow others to serve on MAC, which promotes drug awareness and prevention.

Committee Chair Annelise Catanzaro said Peluso and Valori, however, were not the longest-serving MAC members.

"I know of at least one member who has been on the committee for decades, Carol Adamsbaum," she told Patch. "She is a retired educator; actually she was my health teacher at Parsippany Hills High School back in the day. She provides a wealth of knowledge about education and prevention.

"Parsippany MAC benefits from having many perspectives, community connections and volunteers," Catanzaro added. "Lou Valori and Rob Peluso helped us to stay connected to the law enforcement and business communities, and I am grateful for their participation and service to the committee."

She added that unlike many mayors, Barberio is "very supportive" of MAC, regularly attending meetings and supporting the committee's events.

She said that council candidate Milin Shah, who is running on the mayor's ticket, was also not reappointed.

"Since his original appointment, Milin did not attend any MAC meetings or events, so I assumed he was not reappointed since he was inactive," said Catanzaro.

Valori claimed  March 4  that the mayor offered him a media relations job with the Parsippany Police Department to convince him not to run for office this year—Barberio denies any formal job offer was made. Council President Brian Stanton confirmed the meeting at last Tuesday's meeting of the governing body, yet insists that no quid pro quo and no illegal bribe took place.

Valori said he has asked the state attorney general's office to investigate the matter.

The agenda for the March 12 Town Council meeting included a resolution to be considered by the council this Tuesday to consent to the mayor's appointment of his wife, Brenda Boch Barberio, to the committee, which focuses on preventing drug abuse in the township.

"My expulsion from the MAC is 100 percent political retribution from Mayor Barberio for me running on a slate with mayoral candidate Paul Carifi and council candidate Robert Peluso against the mayor and his team," Valori opined. "His immature and irrational behavior does not surprise me whatsoever."

Peluso said his concern has nothing to do with his running mate's allegations, with which he insisted that he has no involvement and about which he will not comment.

"A larger issue here is that in having an open and transparent government, an entire community should consistently be invited to become involved," he said. "The Municipal Alliance Committee discussed expanding the committee to include more volunteers over the years. With volunteers at an all-time low in many organizations, it's important to gracefully accept any invitation of assistance from our community."

Peluso suggested implementing an application process allowing residents to volunteer for any township committee with final approval by the mayor and council.

"If a family member of the mayor or council would like to join a committee, their application should be considered and that government official should excuse him or herself from the decision process," he said. "This process should also be formally advertised in the media. All township committees should consist of a diverse core of volunteers who represent our entire community, not just a few."

Valori said he believes the mayor's wife, if approved by the council, would be a fine MAC member.

"If Brenda wants to volunteer as member of the MAC team, that is wonderful and she is more than qualified for the post," he said. "I truly commend her for [her willingness to help shoulder] an important responsibility and a worthy cause for the children of Parsippany."

He added that whether the mayor's choice to elevate his spouse during an already contentious election season is a good political move is up to voters to decide.

Peluso said he believes his MAC membership was important and beneficial to Parsippany.

"My experience through working with our businesses, residents, volunteers, as well as our county enabled me to provide valuable feedback from the community as well as to secure donations from the business community to support programs to discourage the use of drugs, alcohol, tobacco, and violence," he said, adding that he plans to continue to offer his experience in some volunteer capacity. "Many people want to protect their children as I want to protect my son from outside influences.  This is why I volunteered to be one of the proctors at MAC's last Drug Prevention Leadership Summit.

"I am disappointed in the administration for not asking me for a recommendation for a representative from the Parsippany Area Chamber of Commerce and the Parsippany Area Visitor Center to be reappointed to the Municipal Alliance Committee to serve our community."

Valori said Barberio in the past praised him and Peluso for their participation in last year's drug prevention summit. He touted his service as a former Drug Abuse Resistance Education officer for 10 years and as for member of the Parsippany Board of Education to validate his value as a MAC member.

"What I find more interesting is that on Jan. 13, Mayor Barberio in the presence of Council President Brian Stanton and Township Attorney John Ingelisino had offered me a $50,000 director of community relations job, for which he thought I was highly qualified," said Valori.

"I find it very interesting that I have all the qualifications for a $50,000 job but that I am no longer needed to be MAC vice president."

Says the man throwing around accusations of bribery without offering a shred of proof. We don't need any of these guys running our town. This sort of childish nonsense and political chicanery is exactly what is destroying America. You all (and I'm including you too, Natalie) make me ashamed to be a Parsippany resident. This sort of yellow journalism and political grandstanding is bad enough, but if there is any truth to these allegations it just makes it worse. I think I'm going to take a page from Richard Pryor's book and vote None Of The Above.

However, considering that Valori contacted the AG (not the other way around), I would tend to think that there is proof out there! I will anxiously await your apology to the guy when ALL THE FACTS come out! Til then keep spewing your nonsense!

Sounds like Annelise is in support of this move by the Mayor. Did she get any paid job from the Mayor? Who are the MAC's members? How many years Shah, Valorie and Peluso served on the MAC? How many meeting Mr.Shah attended? This Mayor is getting too political and playing dirty games. We do not need a Mayor like this in our town. Mr Brancato, why attack a reporter? Actually you make me ashamed to be a Parsippany resident.

I guess Michael Brancato and ChrisP get their talking instructions from the same book.

Both stated, "make me ashamed to be a resident of Parsippany"

I believe the Mayor is sitting back and saying sticks and stones may break my bones me but words will never hurt me. Especially if the words are from the same talking points.

Time out - the mayor removed these two guys jan 15 before anyone even knew they were running - he also removed his running mate - but he kept on annelise who ran against the mayor last year. How exactly is this a political move? Btw - it does not look like MAC does anything to curb drug and alcohol abuse in town as the problem contnues to get worse every year.

So far, since announcing his candidacy, all we've heard from Mr. Valori have been claims that he has has personally been wronged by the Mayor. These claims may or may not be substantiated, however it seems as if he's running to a personal vendetta against the Mayor. This is not what I would have expected from this candidate, considering his exemplary service to the town on the school board. I hope he and his running mates can try to find the higher ground and start discussing the real issues in town. At this point, the campaign is developing a sleaze factor that is casting a pall over all of the players and is making our town a spectacle. Gentlemen, please turn your focus to the important issues that face the town and start debating the Mayor on his record and your alternate visions for our town's future!

That IS politics. Yes, he has made a few gaffs, but on the whole he has been more then satisfactory. There are two side to every issue, so someone is always going to be pissed off. The real issues are being minimized by all this political nonsence! We have a huge problem with drugs in this town and we don't need this BS clouding what is most important ...Eradicating the heroin/drug epidemic in our town! I would gladly volunteer my services in doing so and have however I can't support a committee that is run in this way. I apologize to the MAC committee and those that volunteer their time on it but I can not trust or support MAC in light of these new developments. If you would like to join me in my Families fight in a non political way to once and for all address this very serious issue please email me at debnmark2@verizon.net and let me know that you would like to fight this battle with me!

From the President of the United States on down, elected officials reserve the right to appoint whomever they want to certain posts, sometimes with the advice and counsel of a legislative body. The fact that our mayor decided to revoke the appointment of two individuals who have since decided to challenge him politically is neither extraordinary nor particularly newsworthy. But oh so many of you will make it all sound so nefarious nonetheless.

We have waited for two weeks for Mayor Barberio to provide an answer to Mr Valori's accusations and he has actually done so by refusing to comment. His no comment tells us that he will continue his past practice of hoping that the public will not care about or remember his blunders when they go to the polls in November. The bottom line is that Mayor Barberio is betting that Parsippany voters will be too apathetic or too stupid to hold him accountable. A risky bet but one the Mayor appears willing to take. The Mayor has also made it clear that he will punish anyone who has cause or the guts to challenge him personally or politically. That has been his operating principle since he took office and apparently he believes that fear will trump common sense and secure his re-election.
So there can be no mystery as to where Mayor Barberio stands and how he plans to proceed. Now it is time to hear from Mr. Carifi as to where he stands. Continued silence on his part (hoping that he will become Mayor by default) is unacceptable and suggests that other candidates may need to enter the race to provide Parsippany voters with the experience and choice they deserve.

Bob, you're even more of a joke than the Muppets. Dr. (it is doctor, BTW, whether he's a toolbag or not, you can at least give him the respect he's earned) Valori has not shown any evidence to back up his accusations in two weeks. If you had half a brain you would know that responding to something like this without evidence on the table simply lends it credence. And calling out Mr. Carifi is just as ridiculous; what makes you think he's dumb enough to dignify these accusations by addressing them when even the mayor won't touch them?

Stop airing your personal issues in a public forum like a child. Everyone knows you're butthurt because the Mayor chose Vinny Ferrara over you. Stop acting like a petulant child and go back to your little hole, you're not helping anything.

Ed Dantes, you have to read very carefully. I was not insulting Mr. Valori -- to the contrary "sleaze is, as slease does" is directly to the mayor. Please read again slowly and more carefully.

My point to Mr. Valori is that no one should be surprised with the antics of the mayor. The Bribing Barberio of course would find Mr. Valori not fit to hold his VP position for MAC because he did not play along with the mayor's bribery or "loyalty" game, and rightly so.

So before you react--read carefully and comprehend. It was a tongue and cheek response to Mr. Valori's quote in the Patch article.

Our Mayor is a sleaze through and through.

Bob, you were entertaining up until a point.

Mr. Carifi doesn't need to say anything about the Mayor's bribing mess. Mr. Carifi is doing exactly what he should be doing; campaigning door-to-door to tell Parsippany residents first hand how he can make the township better.

Mr. Carifi told these Numsullteers to shove it when asked for his resume. Carifi didn't even give boy Elroy Stanton the time of day and declined giving him any resume. There is NOTHING Carifi needs to do other than campaign and be willing to debate. And he is doing BOTH.

So Bob, please stick to the facts -- it will serve the public well.

Mr. Carifi has also served as a member of the Town Council for the past year and so he has had more than enough time to define if not distinguish himself with the record he has established in that office. I have attended a number of Council meetings since Mr. Carifi became a member and don't recall many, if any, instances when he stood up and did either.
By all means please share the facts with us as defined by the positions he has taken on matters that mean the most to residents of Parsippany including the Field of Dreams, increased security for Lake Hiawatha residents after the storms and the specific ideas he has brought to the Council that articulate his plans to spur an economic revival for Parsippany. Going door to door is all well and good but given the challenges Parsippany is facing it isn't nearly enough.

Put down the scotch Bob because you are either sleeping through these meetings or distracted by bright shiny objects that catch the light's reflection.

Paul has been the most vocal on the council against Mayor Barberio on a variety of issues including but not limited to: the stacking issues, the Waterview Plaza issue, nepotism in municipal government, moving businesses into vacant buildings, against the high number of police officers behind the desk and not on our roads, the eggregous amount being spent on the website just to name a few.

Bob, if your memory is lapsed, find a coast for the scotch glass and scan the Patch or pick up a Parsippany Life. Both media entities covered Paul's council record well. So stop perusing the Bottle King ads in Parsippany Life, Bob, and actually READ the articles.

You and Mr. Carifi will have to do better than that. Name me one person other than the current Mayor who isn't against stacking, nepotism in municipal office, putting more officers on the beat and moving businesses into vacant buildings. An ok record (maybe) for a member of the Council who goes along to get along but where is the leadership and the new ideas that the next Mayor of Parsippany will need to bring to the office. My memory is fine Ed and the perhaps the ad space provided by Parsippany Life would be the perfect place for Mr. Carifi to share some original ideas and his specific plans for moving Parsippany forward.

If you are not capable of seeing that this guy is in over his head, you must be on the payroll or a Friend or Family member. He has managed to turn the largest town in Morris County into a joke in less then 4 years. What’s difference between Parsippany’s and Jersey City’s corruption, the Party in charge? We have a Mayor lacking Managerial experience, a degree (which not mandatory, would be helpful) and I’m told a GED instead of a High School diploma. This is really the best that Parsippany has to offer?
Now anyone living in Parsippany knows to hold an office you just need to run as a Republican and not be Mrs. Agostini. But seriously this was best you could field?
How desperate in the Mayor that he’s running Mr. Shah with him now. Just a few years back he was laughing saying the Dems were desperate trying to collect the Indian Vote, now it Political Savoy?
To be blunt there is one guy on either the Carifi or Barberio ticket that has my vote as of now.

I did see the full page ad in Parsippany Life and did read the read section titled "Our Plan" and saw the "Plan" sections titled Economic, Quality of Life and Leadership.
Come on Ed there isn't an original thought in the "Plan" that you reference and that recently appeared in the paper. With promises like "One Community Working Together for Parsippany's Future!; Represent all of the People of Parsippany; Utilize Township Utilities more Efficiently to Increase Revenue and Control Property Taxes and Spending, the "Plan" Mr. Carifi is advocating continues to do nothing to define or distinguish himself. In fact his Plan sounds very much like a tired echo of the promises made by Mayor Barberio four years ago. Rather than being a retread, how about some original ideas and some specifics as to how Mr. Carifi will implement those ideas. Full page and expensive ads that add nothing to the conversation aren't going to work this time around. So far Mayor Barberio is hiding and isn't talking and Councilman Carifi, while running ads, is saying very little of substance. Not exactly a winning strategy
