Mayor Says Ex-Chief's Nearly $400K Payout Not His Doing
James Barberio said he shares Gov. Christie's anger over large payouts he blamed on contracts that preceded his administration.
Mayor James Barberio says he does not bear responsibility for the nearly $400,000 being paid to newly retired Parsippany Police Chief Anthony DeZenzo, who left the job after 18 months as the town's top cop.
DeZenzo retired March 1 after a 32-year career in law enforcement—one year with the Morris County Sheriff's Office and the rest with township police. According to a retirement calculations document obtained through an Open Public Records Act request, he called it quits with an accumulation of 418 unused personal, sick and vacation days worth $379,082.31.
The documents also said he was to receive an additional $16,003.79 for 160.6 hours of unused compensatory time.
The total payout, according to the OPRAed documents, amounts to $395,086.10, and does not include the annual $131,952 pension payout DeZenzo is set to receive.
Barberio's figures differ slightly. He told Patch that the former chief's payout totaled $375,456.60 covering 414 unused sick, vacation and personal days.
Patch has contacted the town in order to determine the reason for the four-day discrepancy and awaits a response.
"Almost 400 of these unused days were accrued under [the law enforcement unions] Police Benevolent Association and Superior Officers Association contracts during Chief DeZenzo’s first 29 years with the Parsippany Police Department," the mayor explained, citing township Business Administrator Jasmine Lim. "Over 270 days were banked in 1999 prior to a contractual change which limited the number of personal and vacation days which could be carried over from one year to another."
According to Barberio, the contractual agreements were made prior to the start of his administration in 2009 and the town had no choice but to honor them.
"I attended a recent town hall meeting in Montville with Gov. Christie, and one of his topics was public employees' accumulated sick and vacation time," he said. "I share the governor’s outrage at the amount of money paid to public employees for accumulated sick and vacation time.
"I am working hard to end that practice in Parsippany."

Let's call it like it really is - the carifi campaign is trying to make this an attack on the Mayor - but its just more lies and BS from their Camp - bc the Mayor cannot control these payouts nor can he control the Pension system flaws. If Team Carifi really cared about the Taxpayer then why did Lou Valori get his college degree, masters degree, and doctorate degree on the dime of my taxes? i had to pay my own way and so do my children - its greed that drives Carifi, Peluso, Valori, and Vigilante - these guys are not fiscal conservatives.

Oh look another new Profile name (TruthSeeker, just for this thread?), freshly created to defend our fine Mayor and attack anyone that would dare run for office our democratic election process. I hope these new profiles are not being created at Townhall on tax payer time. There seems to fresh ones daily to defend the same person. Why no outrage for the hire "Friends and Family" policy of the Mayor? How many relatives and friends of his and his running mates are now on the town payroll? Why that would sound like greed to most.
The Mayor states, "I share the governor’s outrage at the amount of money paid to public employees for accumulated sick and vacation time. That’s interesting to hear! You seem to have nothing but distain for Dr. Valori and Mr. P. Carifi collecting their earned pensions, thus the Nickname of “Team Greed” we keeping hearing. However I don’t recall reading where you condemn Former Chief Peckerman or soon to be Former Chief DeZenzo collecting their pensions or Mr. Stanton for that matter. I have never heard or read a negative word regarding any of them. Oh that’s right, these two short serving highly paid individuals were selected by you personally. This sounds awful Hypocritical again Mr. Mayor.

Hey "TruthSeeker", or let's cut to the chase-- Hey Milin Shah, pay attention cause this is gonna hurt.
Sounds like you got problems with the police department getting their education paid for by the taxpayers of Parsippany. But it is this asleep-behind-the-wheel mayor you should be lamenting.
TruthSeeker, Milin, you should be incensed, irate, ashamed and appalled to know THIS MAYOR has done absolutely NOTHING to bring about reform to these contracts while in office. Currently, police officers' contracts cover education reimbursements for college degrees up to and including a doctorate.
Please allow me to continue your list of some of the police officer/beneficiaries of this out-of-control contract perk with no help from this compromised mayor to put a stop to it. In fact, Barberio let it remain in his buddies DeZenzo’s contract while taxpayers Barberio claims to serve are having difficulty paying for their own childrens' colleges.
Also of note, this mayor hasn't even attempted to reform contracts -- it remained in his buddy DeZenzo's contract. Here are the highlights:

So you see Truthseeker, Milin, you are forgetting how many more degrees this mayor and previous mayors allowed Parsippany taxpayers to finance with NO INTERVENTION or reform proposals from this circus clown Mayor.
Despite Barberio's rhetoric -- this ethically and intellectually-challenged Par-Troy mayor IS NO GOVERNOR CHRISTIE. Governor Christie is bringing about absolute reform in union contracts/collective bargaining agreements. However, Mayor Barberio is sitting on his behind claiming to share the Governor's vision and positions, but yet Barberio keeps crying over how he can’t do anything (please refer to article above).

Oh Ed Leon (Lou Valori) - I'm not milan - I can't even vote in your republican primary (I'm a registered dem). I voted for the Mayor Barberio over Luther because I felt Barberio cared more about our town. I will vote for barberio again in November. I just feel that Carifi, Valori, Peluso are no good for Parsippany. I also don't think Vigilante is good for Morris County - when he was a councilman he yelled at a resident to move out of town in a public meeting! BTW - I think it's outrageous that any officer gets his education degrees paid for on the taxpayer dollar. Regarding the council race, I'm waiting to see who the Dem candidates are before making my decision, but i do like milan and nelson.

Barberio did the opposite of what Governor Christie did when told it would be impossible to bring about union contract reforms. Christie literally "turned Trenton upside down". Unfortunately this mayor just turned onto his BACKSIDE and didn’t put the damn cookie down to do some real work.

The Mayor is right, the contract allowing Police officers to accumulate huge sick and vacation time was not hatched on his watch. And it's not Chief Dezenzo's fault either for taking advantage of the contract rules. What is smelly here is the raise the Chief got for taking over OEM. If I get this right, the Chief's pension is calculated as a percentage of his current pay. If so, then his pension payment factors in the raise he got for taking over OEM which the Chief oversaw for less than 1 year. So the Chief takes over OEM, gets a raise, and a few months later, retires. Now a post he filled for less than a year is factored into his pension payments for life. Now that does smell, and the Mayor can't dodge responsibility for that...if I am right on how the pension is calculated...

Ed you have a lot to say about the Mayor and The Police Deparent.. Why don't you go do some investigating and see how almost All Police Departments pay for there Officers to receive College Degrees. As for The Mayor I think he is doing a Great Job and we haven't had that in tis town for a long time!! Also maybe you should see what it's like to wear a badge and fight crime everyday!! U are probably one of those guys who sits behind a desk and does nothing all day long!!

Hey John C, I already know what it is like to wear a badge and a gun and patrolling streets, so I don't need any advice from you. And I paid for my education without taxpayer subsidy.
You are missing the point John C, this has less to do with the police department and more to do with this Mayor's inability and ineptitude in bringing about some real contract reforms like the Governor with whom Barberio struggles to align himself. The Governor is successful at reform and this mayor is fails to walk the walk and take real action on issues the Governor is tackling on the state level.
The taxpayers are fed up in financing for long-term contract perks which we can't afford any longer.
And a mayor verbally claiming to carry the same principles and priorities the Governor has while doing NOTHING, means NOTHING to the residents -- especially when they get their tax bill and find out what they are still paying for.
And if this Mayor is what you like in a local official, then you embrace corruption, incompetence, higher taxes, lack of reform and continued status quo.

Lets get something straight This Gov. didn't do anything to help out the tax payers of this state!! He only helped the Rich get Richer!! If you knew anything about his reform and what he has done to the police and fireman then you wouldn't be talking like this. Maybe if all the Governors PAYYED into the Pension System and gave back the Five Hundred Million they STOLL WE wouldn't be in this situation with taxes!!! All they did was keep taking from the system to balance there budgets And never replaced the Money!!! This Mayor has nothing to do with why The Police Chief is getting all his Money he is owed!! Sorry TruthSeeker, I am not your Lou Valori. Didn't even work for or in this township,
I am just a Par-Troy resident and property taxpayer fed up with funding for perks I can no longer afford and stuck with this corrupt mayor who can't get anything done or won't attempt to reform local government to benefit the financially-strapped taxpayer.
I am also a New Jersey resident fed up with listening to the Par-Troy mayor trying to parade himself around like he is Governor Christie's twin, when in fact he is everything Governor Christie DOES NOT stand for because Barberio has accomplished nothing synonymous to what our effective state leader has done.
So Truthseeker, go bark up someone else's tree in your attempt to find your Lou Valori.

YAWN! I'm guessing all the people here crying about police pensions MISSED the article that NJ only paid 1/7 of what they were supposed to towards the PFRS!! Uh yeah, the cops, firemen, and teachers have been paying an INCREASED amount, yet Gov. Krispy failed to hold up his end of HIS genius plan! Get over it people, none of those mentioned in the article or comments broke the law! It was all contractual. For those bashing the cops, step up and take the next test if it's such an easy job. Remember though, nowadays you have to be a VETERAN to get hired which according to the census ONLY 8% of Parsippany residents have served their country! So, 92% of you NEED NOT APPLY! However, feel free to thank those who have served, and have given YOU the right to cry about politics on this site!
However, John C saying that "he has risked his life day after day" is a little dramatic. All of my cop friends will tell you that once you make captain your "risk" is GREATLY reduced! Again, the guy got what he was contractually entitled to....

thats bull. Noone deserves that much of a payout for robbing the town. Clearly this was his intention the whole time. If you dont use your sick days, you should lose them. There is absolutely no reason why sick days and unused vacation days should be rolled over every year. It is totally obnoxius and a way to rip off your organization, in this case YOUR TOWN! It's YOUR MONEY paying for these people to get this payout for doing ABSOLUTELY NOTHING. Blows my mind... If you dont use 'em you lose 'em. Works out fine for the huge organization I work for....

BTW, I'm guessing the "huge organization you work for" doesn't directly affect public safety and their well being does it? Check your facts Ange, if you call an ambulance 99% of the time a cop arrives first! More often than not it is the "lowly" cop who starts CPR NOT a volunteer or EMT!

I don't a huge problem with the chief getting paid for his sick time. He worked the system well. What I do have a problem with, is the fact they he gets paid for all these days at todays dollars. I say pay him at the rate he would have gotten when he was entitled to them.
