Florida Man, Others Charged in DWI and Drug-Related Cases

The Parsippany Police Department reports a number of arrests this week for incidents involving suspected driving while intoxicated and possession of controlled substances.

PPD officers stopped a driver on the night of June 10 after witnessing him make an illegal left turn and come close to striking an oncoming vehicle on South Beverwyck Road. According to police, the car was stopped and officers questioned the driver, 45-year-old Blas Antonio Cubero of Orlando, Fla. Ptlm. Earl Kinsey said Cubero was charged with DWI and other motor vehicle violations and then released.

On June 11, a car driven by Parsippany resident Richard Howell, 20, became disabled on Route 10 West near Manor Lane, said police. After questioning by officers, Lynch was placed under arrest for DWI before being released.

Police report two Parsippany residents face charges in connection with a June 11 incident. Officer Ross Cooper responded to a Longview Avenue residence to investigate a report of two apparent strangers sleeping in the back of a citizen's home. The officer reportedly discovered Benjamin Ciresa, 19, in the back yard. Ciresa allegedly had an uncapped syringe in his hand and was arrested after a brief struggle with the policeman. Seeing another man, Matthew Reid, 18, slumped over in a chair in the yard, Officer Cooper called EMS. Reid reportedly was transported to a local hospital shortly thereafter. Ciresa was charged with possession of a hypodermic needle, possession of drug paraphernalia, obstruction of administration of law and being under the influence of a controlled dangerous substance. Reid was charged with possession of a hypodermic needle and being under the influence of a controlled dangerous substance. Police said both suspects were released pending court appearances.

A few hours later, police report Officer Peter Kolln responded to a call about a suspicious vehicle parked on Elray Road. The officer found three Parsippany residents in the car: William Stolt, 18, Kevin Etienne, also 18 and a 17-year-old male juvenile. The officer reported smelling the scent of marijuana inside the car. He said a bottle of Jagermeister was also discovered. After a brief investigation, police said the juvenile was turned over to a guardian who had arrived at the scene. Etienne and Stolt were charged with being under the influence of a controlled dangerous substance. Stolt  was also charged with multiple motor vehicle offenses and for underage possession of an alcoholic beverage. Both men were released, police reported, and court appearances are pending for all three suspects.
