New CFO Appointed in Parsippany

Joseph Kovalcik Jr. to handle finances for township.

Joseph Kovalcik, Jr. was recently appointed as Parsippany-Troy Hills' new chief financial officer, director of finance and comptroller.

"Mr. Kovalcik received stellar references from many county and local elected and appointed officials and finance professionals," Mayor James Barberio said in a press release announcing Kovalcik's appointment. Kovalcik will be replacing Ruby Malcolm, who served the township for more than 29 years.

Before taking on the role in Parsippany, Kovalcik had worked for Morris County since October 2000, having served as CFO for Mount Arlington and Stanhope. He also works as an adjunct instructor for the Rutgers Center for Government Services, teaching courses in financial management.

Kovalcik, a Roxbury resident, is a graduate of Montclair State University and a certified municipal and county finance officer. He also serves on the Executive Board of the Government Finance Officers Association of New Jersey.
