Large crowd expected at Parsippany High for continued testimony on controversial development proposal.
The Parsippany Planning Board starts its new year in a new place with consideration of an old controversy: the Waterview Plaza development proposal that includes a plan to bring a Whole Foods Market to town. Testimony on the hotly disputed issue will continue Monday at Parsippany High School, at Baldwin and Vail roads. The board's reorganization will take place at 7 p.m., and the meeting will follow at 7:30 p.m. The Planning Board was expected to take up the matter during its Dec. 17 regular session at Town Hall. A full house at Town Hall's Council Chambers for Monday's Planning Board general business meeting turned out to be too full. Residents from Parsippany's Intervale area—including citizens of nearby Mountain Lakes—packed the large room. They were there to hear continued testimony on the contentious proposal by RD Realty to put a Whole Foods Market, other retailers and an upscale townhouse development on Waterview Plaza. But the testimony could not go forward. After the meeting began with the Pledge of Allegiance, Parsippany Fire Official Michael D'Alessandro announced that the proceedings could not continue because the number of people in the room exceeded the maximum amount allowed by township fire safety code. A battle is raging at Planning Board meetings over a plan to place a mixed-use development to Waterview Plaza.
The Planning Board has endured two meetings worth of fighting over a proposed plan to put a mixed-use development including a Whole Foods Market and an upscale townhome community on the wooded lot that now makes up Waterview Plaza. Residents of the Intervale area argue that the land should stay as is. They add that any development would have a negative impact on traffic, schools, infrastructure and quality of life in general. Others argue that Parsippany needs rateables for economic development and that upscale townhomes would benefit the community. What do you think? Testimony on the disputed Waterview Plaza development proposal—which would bring a Whole Foods Market to Parsippany—continued before the township Planning Board at the municipal building Monday night. Before the board is a plan for a mixed-use 26-acre development for retail stores including the high-end natural-foods market and 72 upscale three-story townhomes to appear in or near 2015 on Route 46 across from the Parsippany Police headquarters. The land in question is the last undeveloped piece of the 132-acre plot that stands between Route 46 and Iintervale Road. Planner presented information on proposed amendments to township zoning laws.
The Parsippany-Troy Hills Township Council made quick work of approving 10 ordinances and ordinance amendments up for second reading and a final vote during its Tuesday night regular meeting. Among the unanimously accepted new laws were changes to established zoning regulations. Prior to the vote, the council heard an explanation of five proposed amendments from Edward Snieckus of Burgis Associates, the township Planning Board's professional planner. An ambitious plan for an upscale mixed-use development is backed by town leaders, but not by those who would live near it.
About 50 Intervale area residents greeted the Parsippany Planning Board Monday night to hear testimony on a plan to bring Whole Foods Market to town—and to speak out against it. Many in the township cheered in late July, when Whole Foods announced that it would open a new branch of the upscale, natural-foods supermarket in Parsippany . Planning Board conditionally approves plan, while company behind project said it won't cost the town or the library a dime.
Making the Parsippany Free Public Library more energy-efficient was the centerpiece of a discussion during Monday's Planning Board meeting at Town Hall. Attorney Michael Beck, representing Power Partners Master LLC, was on hand to talk about the long-discussed plan to install solar panels at the libary's main branch. Beck said the project, a joint effort of the Morris County Improvement Authority and Sunlight General Capital, will produce about 180 kilowatts of clean, green energy, which translates to roughly 38 percent of the energy consumed by library use (equivalent to the power it would take to charge 27 automobiles. The professional planner for the township's Planning Board presented information on the proposed amendments to the Township Council.
A series of proposed amendments to ordinances governing zoning regulations in Parsippany were introduced before the Township Council at its Tuesday night meeting. Edward Snieckus, a planner from Burgis Associates who serves as the professional planner for the Parsippany Planning Board, gave the council a presentation on what changes may be coming to laws governing district maps, highway development, land use and site plans, and open space. Snieckus told the council that the six amendments come from the township's master plan, which he said was re-examined in 2010 and 2011. There is much to do in the township this week. Our spotlight event is the Parsippany Scholarship Blood Drive. The charity event takes place Wednesday from 1:30-7:30 p.m at the Parsippany Police Athletic League at 33 Baldwin Road. The drive, organized by two local high school students in cooperation with N.J. Blood Services, has a goal to collect over 50 units of blood. If the students meet their goal, they will earn scholarships for college. Those who donate will benefit surgery and trauma patients, people being treated for cancer and burn victims—and they will get in return "rewards points" that can be redeemed for gift cards to AMC Theatres, Macy's, Target, Barnes & Noble or N.J. Debate now turns to what will be developed on property.
Two lots located along Edwards Road were designated as areas in need of redevelopment after the Parsippany-Troy Hills Township Council at its Feb. 14 meeting passed an resolution to do so at the behest of the Planning Board. “This is the second step proposed with the redevelopment process with regard to this property,” Township Attorney John Inglesino said. “The first step occurred when the council proposed a resolution instructing the Planning Board to conduct a study to assess the redevelopment need.” Following the study, the Planning Board felt there was a need for redevelopment of the two lots.
