The professional planner for the township's Planning Board presented information on the proposed amendments to the Township Council.
A series of proposed amendments to ordinances governing zoning regulations in Parsippany were introduced before the Township Council at its Tuesday night meeting. Edward Snieckus, a planner from Burgis Associates who serves as the professional planner for the Parsippany Planning Board, gave the council a presentation on what changes may be coming to laws governing district maps, highway development, land use and site plans, and open space. Snieckus told the council that the six amendments come from the township's master plan, which he said was re-examined in 2010 and 2011. "Some of these recommendations came up actually from the Zoning Board of Adjustment during certain cases that they were seeing," he said. "We wanted to make sure we …

Changing makeup of neighborhood among concerns raised as testimony continued Wednesday.
The question of whether to permit the construction of a Hare Krishna temple at Baldwin and Troy roads appeared again before Parsippany's Zoning Board of Adjustment Wednesday as testimony resumed on the application by the International Society for Krishna Consciousness. A full house, including many ISKCON members, attended the meeting at2 Town Hall for what turned into another contentious gathering on the matter, which has been under ZBA consideration for more than three years. And it likely won't be the last: As the meeting went past 10 p.m., Vice President George Kimmey, presiding in President Robert Iracane's absence, adjourned the session noting that the temple case would pick up where it left off when the board meets again Oct. 17. The…

ZBA approves new sign to replace one demolished in 2011 accident.
A Lake Hiawatha shopping center will get a visual kick start in the form of a new sign, thanks to the Parsippany Zoning Board of Adjustment. At its Wednesday night meeting, the ZBA approved a request by M&S Paterson Realty to install a new free-standing sign for its retail center at 450 N. Beverwyck Road. The center has eight tenants, including the Mount Holleran Towne Tavern, Papa John's Pizza and Landmark Floral Shoppe II. The original sign was the victim of an unfortunate accident in 2011, said Stephen Schepis, the realty company's attorney. "The sign came in contact with an automobile in motion and was demolished," Schepis said. "Pun intended, we see this as an opportunity by accident to improve the overall appearance of this center…

The ZBA has wrestled with a proposed Mountain Way townhome development off and on for the past 3 years.
The lone agenda item for the Zoning Board of Adjustment meeting Wednesday night was the continuation of the body's consideration of a more than 3-year-old proposal to build a 22-unit townhouse community near a residential section made up of Mountain Way, Rocky Heights and South Powder Mill Road. The project is known as 700 Mountain Way. Both sides hoped that Wednesday would bring a final decision on the matter from the zoning board, but when time passed 10 p.m. and President Robert Iracane noted that with rebuttal witnesses and summations, at least another hour would be necessary to complete the board's consideration of the matter, it was decided that the case would carry over to the Jan. 18 ZBA meeting. First, however, there were about …

Fitness- minded enterprise will be on Edwards Road.
Zoning Board President Robert Iracane offered up a moment to recall the 70th anniversary of the Pearl Harbor attacks before starting the board's Wednesday night meeting at Town Hall. Ultimately, the Zoning Board of Adjustment gave approval to a space variance for a sports training school in Parsippany. Pinnacle Athletic Development plans to use a portion of a warehouse at 915 Edwards Road for its project. Managing member Charles M. "Mike" Kennedy III spoke before the board, and told of his background as a 49-year Parsippany resident with 28 years as a police officer under his belt. A year and a half ago, he said, he retired, and now, his focus is teaching kids about sports. "Our program will enhance athletic ability, speed, agility, …

Gas station's new request includes a mention of its status as a wellhead protection area.
The Parsippany-Troy Hills Zoning Board of Adjustment granted approval to a plan to upgrade the Sunoco gas station at 1947 Route 46 back in June That project was revisited by the board at its Wednesday night meeting, when it approved the Sunoco's newest request. Attorney Joseph O'Neill, representing the filling station, said the new application was submitted because the old one did not take into consideration the Route 46 property's status as being part of a wellhead protection zone. A wellhead area is one that contributes water to the municipal water supply, which under law must be protected. Testifying for Sunoco, David Wisotsky of Warren-based Bohler Engineering told the ZBA that the station is putting in an underground water tank …

The SpringHill Suites project had been in the works for four years.
After almost four years, the Parsippany-Troy Hills Zoning Board of Adjustment voted to deny a request to construct a Marriott hotel and restaurant complex at Route 10 and Glacier Drive by a count of 4-3, at its Wednesday night meeting. The controversial proposal of Morristown firm Kamsad Giri LLC would have put a four-story hotel and fast-casual restaurant at 2100 Route 10. The structure was planned for 103 guest rooms and would have carried Marriott's SpringHill Suites imprimatur. After hearing comments from concerned residents regardinbg traffic, odor, privacy and property value, among other things, the board went into conference giving each member a chance to voice their opinion of the proposal. As shown by the 4-3 vote, board members …

The body also OKs a new addition to Morris Corporate Center campus.
At the Monday night Planning Board meeting, Township Council and board member Michael dePierro again spoke out against a planning mechanism he said would "destroy the quality of life in Parsippany." As a council member, dePierro approved giving the designation "in need of rehabilitation" to the lot at 272 Parsippany Rd. During the Planning Board's recent consideration of a proposed mixed-use development for that spot, one that would have put a bank and five-story, 50-unit upscale condominium residence on a little more than one acre of land, the councilman changed his mind. Though the board ultimately decided not to approve the project, he waged a one-man campaign to do away with the "rehabilitation" designation. His most recent attempt to…

The decision means bad news for proposed mixed-use luxury condo development
There will be no new high rise on Parsippany Road—at least not for now. After months of testimony and discussion, the Parsippany-Troy Hills Planning Board voted down Monday night a motion for an overlay ordinance covering the lot at 272 Parsippany Rd. The vote creates an uncertain future for the Renaissance at Parsippany luxury condominium plan. The board designated the property "in need of rehabilitation" six months ago by a unanimous vote. The Town Council—also unanimously—approved the designation as well. The panel had to determine what type of development present zoning laws would allow to take the place of a vacant building now standing on the site. With the vote, a prospective mixed-use project that would include a bank and a five-…
